Alan as part of the Shapiro family that had founded Familian and led it to become one of Southern California's leading PHCP distribution firms. Shapiro oversees the financial end of Express' business while Boiko handles all other operational functions. The two left Wolseley's Familian under amicable terms, and while nobody speaks badly of their former employer, Boiko gives off more than a few signs of chafing under the corporate environment. Express Pipe's president chuckles in telling of the no tie policy he implemented, which forbids any Express employee from wearing a tie to work. His definition of business casual is broad enough to encompass shorts and Nikes. In starting the company, Shapiro and Boiko had a vision of a plumbing supply house geared to self-service.
According to Boiko, the self-service concept has dwindled in importance over the years, although the highly profitable will call business still accounts for a substantial part of Express' sales. Express caters mainly to residential and light commercial service plumbers, for whom product availability is a key component of great service. The company's Anaheim headquarters includes an 80,000-sq.-ft. central warehouse that is busting at the seams with inventory and has a fleet of more than 40 delivery trucks. Open to customers from 4 a.m. till 6 p.m., the central distribution facility also employs a night crew to load trucks for daily branch shipments. By design Express is minimally exposed to the tract housing market, which the Grim Reaper has almost entirely put to rest in Southern California. 'We're still growing because we have the inventory, we have ample staff and we give great service,' said Boiko. 'When times get tough, the larger wholesalers tend to get rid of inventory and people, which in turn impacts their service.
I asked Boiko what was the biggest challenge of starting up. 'Capital,' he replied without hesitation. The Shapiro family's reputation gave them more wherewithal than most to acquire the needed funds, but until you try it, you don't have a clue how much rigmarole is involved, said Boiko. He recalls rapid growth right from the beginning, which is a plus but also puts a lot of pressure on those banking relationships. Another early hurdle was acquiring desirable lines. Big competitors have leverage over vendors in maintaining selective distribution. Things started to change when it became apparent that Express was willing to stock items most other companies wouldn't.
Tired of losing sales due to unavailable product, sales reps began pressuring their companies to give the upstart a shot. Over time Express Pipe's commitment to a strong inventory position eliminated this problem. |

The Oregon Department of Corrections was created by the 64th Legislative Assembly in June 1987, and operates under ORS chapter 423. The department's mission originates in the Oregon Constitution, which was amended in November 1996, to say, "Laws for the punishment of crimes shall be founded on these principles: protection of society, personal responsibility, accountability for one's actions and reformation." The department has custody of offenders sentenced to prison for more than 12 months. Oregon houses offenders in 14 state prisons.
The Oregon Department of Corrections is recognized nationally among correctional agencies for providing inmates with the cognitive, behavioral and job skills they need to become productive citizens. Oregon's recidivism rate is about 30 percent.
To further focus on safe communities, safe prisons, and a safe workplace, the department created the Oregon Accountability Model. This purposeful plan is designed to change offenders criminal behavior - during incarceration and post-prison supervision - using evaluation, education, treatment and work. It begins at the assessment phase during intake and affects offenders throughout incarceration, reintegration, and their time on community supervision. It is inspired by the department's mission of public safety, offender accountability, and crime prevention.
Because of a rapidly growing inmate population, the state embarked on an ambitious prison construction and expansion program in 1995. The construction schedule is timed to meet the forecasted demand for beds. As of 2008, the prison population numbers 14,300; two new prisons have been opened since 2000 and major expansions of several others have been completed or are in process. The population is expected to top 15,000 inmates by 2011.
The Department of Corrections provides administrative oversight and funding for the community corrections activities of Oregon's 36 counties. Oregon counties manage their own offenders who are subject to jail, parole, post-prison supervision and/or probation. The department provides interstate compact administration and jail inspections as well as central information and data services regarding felons statewide. It is also responsible for evaluating the performance of community corrections.
The department's culture is driven by integrity, respect and teamwork guided by a strong vision that includes leadership, partnerships, and productivity. In response to customer needs in the early 70's, methods, tools and trained personnel were developed for repairing and accurately reforming large titanium fan blades for jet engines utilizing a process patented by GKN Aerospace Chem-tronics Inc. GKN Aerospace Chem-tronics Inc. soon built a noted reputation in the blade repair marketplace as a quality supplier for domestic and foreign air carriers and major engine manufacturers. GKN Aerospace Chem-tronics now provides FAA approved repairs to 70 airlines and overhaul centers.
In the mid-70's, GKN Aerospace Chem-tronics Inc. developed and introduced Unistructure to replace honeycomb sandwiches on duct structures. It took nearly two years of development and testing to qualify the first fan duct. In the late 70's engineering services were expanded to include complete product design functions. Computer-aided design and computer-aided manufacturing were initiated. Scope of work expanded from being primarily sub-assembly into completed components ready for installation in the final product.
Due primarily to Unistructure ducts, GKN Aerospace Chem-tronics Inc., commenced major growth in 1980. The trend of expanding the scope of work continued with increasing levels of production and increases in space, manpower, facilities and technology. By 1989, a modern facility, located in Company owned buildings designed specifically for GKN Aerospace Chem-tronics Inc. unique processing capabilities, stood in a single location. In the past year, GKN Aerospace Chem-tronics Inc. has expanded further with a new 38,000-sq ft. building for the purpose of establishing a cell to produce fan and containment case modules for large commercial aircraft such as the Boeing 777.
The Company now occupies approximately 500,000-sq ft., has approximately 950 employees and continues to grow. In 2001, Chem-tronics acquired the Thermal Joining Center (TJC) which is located in Kent, Washington, about 5 - 8 miles east of the SEA-TAC airport. It is a 51,000 square foot facility that is the Electron Beam (E.B.) Weld Center for the Aft Boom on the F-22. In addition to welding, they have fabrication, assembly, x-ray, ultrasonic, fluorescent penetrant and CMM inspection capability.
In addition to Boeing, our other major customers include General Electric Co., Rolls-Royce, Pratt & Whitney Aircraft, Lockheed Martin Co. and Aerojet Gencorp.
