Phil Foster retired from the Army Reserves in June 2014 as a Colonel. During his military career, he served in positions of greater responsibilities, culminating in his assignment as the commander of the 475th Quartermaster Group, the only remaining bulk petroleum headquarters in the Army. His other assignments included serving as the Deputy Director of the US Central Commander Deployment and Distribution Center in Kuwait; as the deputy director for operations with the Defense Logistics Agency and as the lead planner for the logistics support plan for the Afghanistan Expansion,

 

In his previous role, as a senior principal, material program manager at Raytheon, Phil was responsible for direct, plan, and coordinate the activities of buyers engaged in purchasing raw materials, planning of production, and inventory control with POs exceeding $150M for dedicated manufacturing product line management. He also led Cross Functional teams to develop a robust suite of reporting and planning tools; initiated and participated in Lean activities with suppliers; established supply chain management and developed supplier/manufacturer partnership with suppliers.

 

Phil is considered a visionary in large scale strategic supply chain management, executive training and development and human capital management.  He earned an MBA in Logistics and Supply Chain Management. Phil also received a Masters in Strategic Studies from the US Army War College.

 

Among his accomplishments:

  • Managed and administration of high priority, high impact projects using Lean Six Sigma (L6S) and strategic plans for the withdrawal of equipment in Iraq, accounting for 58,000 shipping containers
  • Restructured supply functions to improve effectiveness, develop inventory control procedure and reduce pilferage, saving $250K+ for the Iraqi government
  • Transformed and improved all processes related to the physical distribution and inventory control of material and suppliers including phased supply chain planning, inbound material handling, warehousing, packaging, shipping and storage of finished goods and transportation management
